i think you've triggered a bug by using >500 cheats. use the 'slow motion' cheat or the 'adrenaline mode' cheat to get there faster.

Get a pickup van, and then you have to try and capture madd dogg by following him. it might take some time but if he jumps off too early just use the slow motion cheat.

You have to park your car so it is parallel to the building. And when he's walking around drunk, follow him with the camera pointing to the building. And then have him land on the pickup backside.
