Marriage age: If you are 18 to 21 years of age, you will need to show your birth certificate. Persons aged 16-17 must have consent to marry from parents or legal guardians and may have to contact the Probate Court. Additionally, the Judge may require the minors to state that they have received marriage counseling that is satisfactory to the court. Section 3101.05 also mentions how the court will deal with a pregnant minor.
However, in some states (Maryland comes to mind) with parental consent there is no minimum age for marriage. Whether Ohio can prohibit a Maryland married couple from having sex in Ohio is a moot point: would they bother trying to enforce "nonage" (the legal term) if the couple was just passing through?
And, notwithstanding everything I've posted above, which came from various non-legal sites with agendas of their own, here's what the law itself says (i.e., Ohio, like most states, upon a judge's ruling will allow any pregnant girl to marry. Well maybe not Lina Medina -- she was only 5 (see Wiki link below).)
OHIO STATUTE:
§ 3101.04. Consent of juvenile court.
When the juvenile court files a consent to marriage pursuant to the juvenile rules, the probate court may thereupon issue a license, notwithstanding either or both the contracting parties for the marital relation are under the minimum age prescribed in section 3101.01 of the Revised Code. The license shall not issue until section 3101.05 of the Revised Code has been complied with, and until such child has been born, or it is found beyond doubt by the juvenile court that the minor female is pregnant and intends to have the child.

I live in Ohio. As far as I can tell, a person can legally have sex at ANY age. However if you are an adult you can't have consentual sex with a person under 16. I know this because I tried to have my sisters boyfriend busted and the cops told me there is nothing they could do because she was over 16.

Phrase carefully. There is no law saying you can't have sex because you're too young. There are, however, laws that say some else can be criminally liable for having sexd with you if you're below a certain age. In Ohio, as in most other states, the age of consent is 16.

it is illeagle for any 12 year old to have sex, then it depends on the ages of both partners as to whom may have sex with whom usually has to be within a 2-3 year gap.
