At least he doesn't need a ballot printed in one of 120 or so other languages to cast his vote and he can speak without emitting some kind of retarded shriek.

Having a solid grasp of the english language is a prerequisite to obtaining citizenship. "ME WANT WELFARE" doesn't count.
