It shows a complete lack of respect. It doesn't matter what the question was. No means no. If you say no to something, whether it is a slice of cake or sex, the guy needs to say okay and leave it at that. If he doesn't like it, he needs to go find someone who will say yes to him or maybe he needs to figure out the right time, place, circumstances to ask.
If you give in after you've said no because the guy does something to nag you until you say yes, then you are in need of some serious work on your self-esteem.
No means no. Period.

I feel like calling the cops. No means no, and for them to go forward constitutes rape. Don't ever tell a man no unless you really mean it.
