in particular the lack of resources for children with special educational needs (be it a learning disibility, a physical disibility, behavioural difficulties or even our gifted children).

You have hit my soap box BIG TIME!! The reason things like this keep happening is because there is no accountability, no enforcement of laws to make sure the schools are doing right.
Most schools across the country 'snow' the parents and make them feel the child really don't need the special ed help. And even when child DOES get the help, the schools do not follow what they are suppose to do to help the child.
It is not so much a 'lack of resources' that is the problem. THis is another snow job that schools tell the parents.
The federal sped laws state that if a school doesn't have the resources, they are suppose to GET the resources. Whether it be send child to a better school, outside remediation, etc.

The laws are called IDEA 'individuals with disabilities education act'
Most parents don't even know these laws exist. And the law does not state that schools have to tell parents about this law, so they don't.
Schools tell parents anything to get out of helping children, and parents trust the school.

I have had trouble with 2 different schools with both my children and 1 grandchild over the past 8 years. You would not BELIEVE the crap they did to me and my children!
WITH the help of everyone from the teacher on up to the superintendent! They are all in it together.
The state dept of education is suppose to 'oversee' each school. BUT, they DON"T !! In my case and so many others, even the STATE does wrong and violate their own laws!
So, until there is some kind of enforcement to make sure the schools follow the laws, it will always be this way.
There have been many many parents who have tried to bring it to public attention, but so far it's done no good.
You would not believe how CORRUPT the special ed system is in schools.
Go to www.wrightslaw.com and read about the laws.
Go to www.schwablearning.org and sign up for free on their message board. The parents there can tell you all about it.

There are several "dreams" such as funding for proper training for special ed support staff. Funding for proper materials to meet the needs of the kids. And, dedication at home to helping these students succeed.

The sad reality is we are so overtaxed to pay for the wastes in the school system as well as government in general that the trickle down theory leaves nothing for our most needy kids. The impoverished and disabled. If salaries were stabilised (teachers up a small bit, administrators kept steady) and we stopped wasting our money (my school spent 200,000 for a reading program they used for 3 months, it is now in the dumpster) and dedicated our money to long term programs instead of switching every year, we would have much more money to meet needs. Also, the highest levels of education are so overrun with useless positions for friends and political allies that the little people don't get squat.

BETTER and more teachers, but i think more importantly parental participation. all through out my daughters schooling this was a constant complaint among teachers. by the time she was in high school her principle told me i was 1 of 3 parents that was a regular at school, that's terrible. most parents do got to any functions that the child participates in, band, plays etc. parental participation usually means bigger grants for the school. don't just go to school when there's a problem, do more than just join the PTA. most parents put too much responsibility on the teachers

We need more teachers!!! More support staff!!! But trying to get the government to fund it seems impossible. Plus the fact teachers salaries are too low, so not that many go into teaching.
