No, the concentration of alcohol is basic products (other than rubbing alcohol for medical purposes) is so minute there's no way it could get you obviously drunk. It is basically the same kind of chemical except for some changes.
But even in rubbing alcohol there is your skin to protect you from it seeping into your blood stream and even if it got into an open cut as it is used for it would still have to be digested by the stomach to affect you.

There's no need to be worried on health grounds, the small quantities of alcohol that you would find in cosmetics would not affect you when used externally. Don't forget that alcohol is commonly used medically, eg when nurses clean your skin before an injection. Needless to say, I hope, only liquids intended for drinking should be drunk!

Alcohols are a family of organic compounds, they differ in structure, some can be processed easier than others - making them less toxic.
Methanol for example is a synthetic alcohol, this will kill you.

many years ago i had a nights stopover in kuwait. At customs my hand luggage was inspected and the guy pulled out a bottle of facial toner, i tried to explain to him it's for the face but he unscrewed the top while i was talking, sniffed it and was about to taste it (i thought that would have been forbidden..!) when i screamed if you drink it you die. Fortunately a 'local' air hostess intervened at the right time and explained in arabic what it was, he nodded but wasnt happy. He let me go through but he kept the bottle anyway! Wonder what happened to him.
