Some people say it's the fuel pump. How can I know for sure. The car will crank but not catch. There's no fuel coming through the pipeline under the hood.

Well if this mechanic is worth his salt, then have him do the following
#1 check the fuel pump fuse
#2 check the fuel pump rely
#3 check the fuel pump pressure
#4 go to the back of the car, remove the gas cap, turn on the key to start( not acc as the other person said) if you hear the fuel pump him it is working.
#4 And this will tell for sure
Jack up the car. Unplug the fuel pump at the plug. Measure the voltage at the plug and see if there is voltage. Both when the key is on and when you crank the car. If there is voltage3 but the pump is not running then the pump is defective.
If there is no voltage, also check the bump switch. This switch stops the fuel flow if the car is bumped hard or if you have crash. It stops the fuel so if it was on fire it would not keep sending fuel to the fire.

Thank you for your question and this should help a lot
