I shall say the tank capacity is ... x

So when he started to fill the tank.....there war x/8 gallons.....to fill it you would need (x - x/8) gallons ..... or 14 gallons

In other words
x - x/8 = 14

If you solve this equation.....you find out
x = 16

This means......the capacity of the tank is 16 gallons

When he started to fill the tank, the tank was 1/8 full.....this means it had.....1/8 * 16 = 2 gallons

lets see,

if the tank is 1/8 full, then it 7/8 empty

there for 14 gallons is 7/8 of a tank

if 7/8 * T = 14, then T (tank volume)=14*8/7=16 gallons

a simple way to see that without algebra is to realize that if 7/8 of tank is 14 gallons, each 1/8 must be two gallons, and total must be 16 gallons

and clearly if the tank holds 16, and he filled it by adding 14, he had to have 2 gallons to start with

also, 1/8 of 16 is 2

so, it all comes together

1/8? Boy, you're gambling. I usually fill up at one-third. But wouldn't it be like this: If 1/8 plus 14 gallons fills the tank, then you'd have to assume that 14 gallons are 7/8; so divide that by 7, gives you two, puts the total capacity at 16. Right?

if you put the words into a mathematical formula it makes it much easier

what your telling me is 14 gallons = the full capacity of the tank minus 1/8 of the thank

14=x-1/8x

subtract 1/8x from x (1x) and you get .825x

14=.825x
divided by .825 and you get x=16

16 gallons is the total capacity of the tanks. 2 gallons is 1/8 of the total capcity. to check that just multiply 1/8 x 16=2

Write the equation. (7/8)(x) = 14. Then solve for x, which will be the capacity of the tank.

I get the (7/8) because if the tank is already 1/8 full, then it is 7/8 empty, which is apparently equal to 14 gallons.

Several gallons in an empty tank is a big problem. The best solution is to remove the tank and drain it. You can also try and siphon out as much as you can and put STP Gas treatment or any other alcohol based de icer in. It will take several cans of this plus fresh gasoline. If water has reached your fuel filter this will have to be replaced also. No matter which way you go you have a big job in front of you.
