No, he is not powerful enough. However Naruto certainly does because he has the chakra of the nine-tailed fox.

Yes, Anyone Can. You Have to pass Certain Test to become hokage. Naruto Has More Of a chance than Anyone. But Rock Lee Is my Babe :3

No way!! He can't become Hokage!! Naruto is the star and it might take him a while but he's the one meant to become the Hokage!!!

No, he is not powerful to be hokage, he can't break one sweat verses orchimaru, even though he is the copy ninja, and very strong, he is just not strong enough to be hokage.

i don't think so.
he seems powerful as he has that sharin'gan eye, the red eye that made him nicknamed "the Copy Ninja" (could copy thousands of enemy's jutsu)
if he doesn't have it, he merely an ordinary ninja...
so, he couldn't make himself a Hokage
