I think you are right to some degree.
I would guess it depends on the situation some people who are mature get pushed to far some times and can't handle any more and they snap and ignore a problem.
Some people who are immature and wish to learn can tackle a problem or situation with a blink of an eye. I have seen both happen first hand, But i have also seen what you are saying too.

maybe 90% true. a matured and responsible person is not afraid to face his/her mistake. the only reason why i left 10% off is that it depends on the circumstances. if it's a problem they started and they're trying to get away with it -- then i'd say it's immaturity. if it was a problem to which they have no control over and no solution for, sometimes you can't help but ignore them.

You forgot the obvious,
The more mature you become, the better a liar you are, and the
easier it is to find excuses that people might actualy beleive.
Immature people cant find an excuse that others havent heard.
Therefore SOCITEY will MAKE them follow through with more.
so... depends on how u look at it.

well that depends on the situation. I have known very many responsible mature women who had unprotected sex and got pregnant and than acted like they were ignorant.
Ive known ignorant people who have followed through on things.
I don't really think it can be all black and white, you know what I mean?

I agree, but i think most immaturity and ignorance comes from a lack of teaching and up bringing.

Ignorance and immaturity are not the same thing.
and
Knowledge and maturity do not necessarily go hand in hand either.
