You are referring to the inner-city gang culture of black origins. It's a long history tale with many roots culminating from different reasons. Mostly, it is the slavery legacy.
Blacks were not taught anything including manners. Children were often seen eating from a daily trough of gruel, oatmeal and other mass food. They would squat down and scoop the trough with a wooden spoon as their meal.
The lack of education is another reason. They did not know anything beyond the plantation or factory or home that they were assigned to. They were not cosmopolitan in any respect. This left them with yet more ignorance.
Thirdly, the resentment of the issue of slavery and the bigotry that preceeded and postceded the Emancipation Proclamation.
Eight generations of healing is still not enough to erase the resentment and vengence of the Black American race.
That resentment born a burning need to develope an "identity." Black History Month is a recent addition, the inner-city black gangster/drug dealer worship, the awkward wearing of clothes, and the mispronounciation of the spoken language are other thrusts of this need to define an identity.
It's as if the Black culture really wants to not conform in the slightest. It will be an adventure when the backlash will happen...oh, it did, thank you Bill Cosby!

Well, I just try to ignore it. It's either the "Hood Speak" or the "Fake Scholar Speak" these days. You either talk like you're a rapper or you pretend to be a Harvard grad with a Masters in the English language.

It's a secret language, we'll never know. The only thing I don't like about it is that I can't understand what people are saying when they talk like that, so then I'm the one feeling like an idiot 'cause I don't know what to say.

Sounds like cellphone language! Not very cool! However if you want to feel a few years younger, you might sound like a teenager or if you regret your age, you might sound like a little child. Confusing, isn't it?

I can't stand that talk, just like the valley talk back in the 80's was dumb too.
People who talk like that probably cannot even write a correct sentence.

I don't think it's cool. That's just copying other people's behavior like one doesn't have mind of his own.
But people do sometimes just do it for fun. Usually young teenagers do this to "alienate" from the adults

illiterate people don't always speak like that. But it does get annoying.
