Well what state do you live in? Go to your state website and usually there is a small business/self employed page with many helpful links. You may need to contact an attorney. Also, consider becoming incorporated or spending $400 for a LLC. If you let us know what type of business it would help. If you plan on employing people there is a lot to be done.

First get your license and sales use tax. Do a online search for small business owners in your city and state.
RESEARCH RESEARCH RESEARCH. How many other people in your area are selling the same thing? Can the area handle more then one? Check shop rental/lease prices what can you afford a month? You should have at least 2 years money in the bank to pay the minimum bills (rental/electric/phone/etc)
Will you be getting a loan? You need a business plan. ADVERTISE!! Get set up with wholesalers, find out their minimums. This is just a beginning

depending on how old you are and where you stay there is places like gateway and the princes trust. but the best place to start is research what you want to sell and test the market. Next step business plan then to the bank they the best to advise you on all isssues. Alot of work but well worth it if its what you want 2 do.
