Voyeur is the best word to describe what you want to say. Although it is french in origin. Also, there's a American term called "Peeping Tom" to describe someone who watches someone without the other one knowing they are looking at them. For example: If a man was looking out his window and saw a female (or male) in the nude and kept watching without the person knowing that would be known as being a "peeping Tom"

(Although I admit that peering through someone's window is an invasion of privacy. On the other hand, if an attractive woman is walking around in the nude without drawing the curtains, she is probably enjoying the idea that others are watching).
