If the planets affect us, the effect IS measurable, at least statistically. If the effect is from a known force, it decreases with distance, and either the Moon or the Sun drowns out everything else.
If the effect is from some unknown force, where distance DOESN'T matter, then all the billions of extrasolar planets drown out our puny handful of planets.
Conclusion: Astrology has no predictive power, otherwise it would have known about other planets.
Astrology started because ancient people noticed the stars were certain places in the sky when the time to plant, harvest time, or winter, came around. They suspected that the stars CAUSED these things, and if stars can affect the weather, why not everyday life?
Nowadays we know that the stars are in different locations at different times of the year because they have a common cause: the Earth moving around the Sun.
