Is incoming call restriction by carrier or phone? Because I have verizon wireless and I really want to block this phone number from calling me.... Any ideas?

It's always the network that does the blocking. BUT most of the time you can control this form your phone.

Always start by calling the network provider and report the number as a nucense caller. If that doesn't work, you will have to create an exception list on your phone (normally under call settings). This will be a list of numbers that are allowed through. A bit of a pain in the ***, but at least it does the job.

Call Verizon yourself and ask for customer service or tech support. Only they would have the correct answer.
