On one hand I hope you are joking, but if you are not. Get a fire extingusher for every room in the house, since they are for your home get one for types ABC. Mount them at the entry door of every room, don't hide them in closets. I would lock away any of your brothers favorite combustibles that you can until you get his behaviour under control. If a fire gets started in a sofa of mattress & you think you have extingushed the blaze, remove the item from the house & keep it outside away from any other combustibles for a minimum of 12 hrs.
In any case if a fire breaks out in your home deal with it by 1st getting out of the house & calling 911 from a neighbours. Do not re-enter the house until the Fire Department says so. The fire extinguishers are to help you escape in case you or someone else gets trapped in a room by flames.
Have the entire household members practice a fire drill on a regular basis, & plan at least 2 escape routes from every room of the house, & have a location a safe distance outside of the house where everyone will meet.

If you have levels of the house that are above the 1st floor, then get an approved fire escape ladder & store it according to the mfrs instructions & have everyone that sleeps upstairs learn how to use it.
If you have a basement sleeping quarters then make sure that there is a secondary escape route there too, such as a door that goes directly outside from the basement, or a window that can be easily crawled out by anyone who sleeps there.

I hope you can get help for your brother soon. He may be a danger to himself & everyone near him. Give consideration to where he is living if there are small children affected.

Fire Extinguisher, Also keep a load of sand in your drive way which a shovel in it if the fires happen a lot. Maybe move next to a Fire House, or hey buy a fire truck, Hire professional Firefighters to hang out at your house. All these things can help.
Good luck and don't get burned, it could cause scarring

You should definitely own a fire extinguisher but other household things you can use are baking soda and a wool blanket drenched in water. Good luck with your brother (and keep the matches under lock and key).
