The federal government is composed of 3 parts, legislative, executive and judicial branches. Congress is the legislative branch. The President and cabinet and departments are the executive branch and the supreme court and the rest of the federal court system are the judicial branch.

The legislative branch proposes and makes law. The executive enforces the law. The judical branch arbitrates the law according to the constitution.

Congress is made of 2 sections, the Senate and House of Representatives. The senate has 2 representatives per state. The House has a proportionate number of representatives to the population in each state. The idea is that in the senate, one state has equal representation as any other state. In the House, a highly populated state has more votes than a less populated state, so a large population could sway a vote over a smaller population. Both have to pass the same legislation for it to become law, and then it has to be approved and signed by the President. The President can veto legislation which the executive branch disagrees with, which can then be overridden by another vote of both parts of Congress with a 2/3rd majority. The idea here is a check and balance system. The legislature can pass a law and the executive can veto the legislation and the judicial can decide whether it is constitutional or not. Each branch can override the other.

Contrary to public opinion, the representatives in Congress do not listen to us little guys, individuals like you and me, but rather the big money folks who contribute to their campaign funds... At least, it SEEMS that way to me...

In my opinion, eveny member of congress is doing ony one thing, campaigning to get re-elected... and nothing for us little guys out there...

The Congress of the United States has two branches, the House and the Senate, and enacts the laws which apply to the entire United States. The Senate has 100 members, two per state, who serve six-year terms. The House has 435 members, alloted to states by their population, who serve two-year terms. Most of the nations of the world have governing arrangements which are at least somewhat similar to this.

In the US, Congress is the federal legislative branch.

Congress as a whole has two primary functions. Control the federal budget including managing federal property, and enacting federal laws (statutes). Congress also performs some minor functions, like handling Impeachments of federal officials, serving as the local government lawmaker for the District of Columbia (DC), the Senate handles confirmations of appointments and ratifies treaties, etc.

Full details are available in the US Constitution, Article I.
