Laws are the rules necessary for a society to function without vigilantes. In other words, a set of rules that can be reasonably and objectively enforced on everyone, for the good of society.
The problem is, most industrialized nations have become so screwed up-tight, that they want to legislate everything. Because there is no personal accountability, and very little self-restraint, some people feel the need to impose laws to regulate everything.
The worst examples are the laws that prevent activity because that activity increases the risk of something else happening. Like speeding laws or seat belt requirements. Rather than simply holding people accountable for what actually happens, and allowing people to exercise rational choice in their behavior, the law regulates everyone's conduct so people don't have to be accountable.
Another example is people trying to enforce their religious and moral beliefs as a matter of law. Because they think their moral beliefs are the only valid ones, they get the law to force everyone to conform to their preferred behavior.
We'd be better off as a society if we had much fewer laws, and simply held people accountable for the actual consequences of their actions, not for what might possibly result down the road.
