People talking loudly on phones/to each other, doors shutting, people shuffling around, TV's, cell phone ringers, people whistling, etc. I'm a programmer and need silence! I've tried listening to music, but that doesn't cut it.
What would you do to get a little more peace and quiet at work?

I'll have to look into noise-cancelling headphones.
I listen to an ipod with the standard headphones, but the office is SO loud that I have to blair the music in my ears to even drown out ANY of the noise. It's bad. I go through several hundred Advil a month.. it's intense! ;)

I worked in an engineering capacity previously. And a good friend of mine used the wireless headphones that blocked noise, sort of what the guys on the airport runways use.
He said in his prior positions at Motorola and Nokia, cell phone noise was part of the job and that the headphones worked great. They have some that are simply noise cancellers, and some that act as music headphones while cancelling noise at the same time. Wireless is optional, but I hear that the infrared kind works better than the RF.

I went through the same thing you're going through. There's not much that can be done. It sounds like a large, busy office and management hasn't seen fit to organize it so that people who need to concentrate can have peace.
Here's a few suggestions to help:
1) You might consider talking to the other programmers and seeing if they also want silence. Go to your boss on everyone's behalf and suggest that they create an area where you guys can focus. Give him a good reason, such as that you'll all be more productive if you don't have so many interruptions.
2) Find another job that's quiet. Although you can never guarantee that... most offices are very busy.
3) Become a freelance programmer or telecommute so you can work at home. You're a programmer and I know several who work from home so they can have their own hours and control their working environment.
4) Learn to tune it all out. That's what I did. I worked at an ad agency and needed to focus. The noise and interruptions drove me nuts but finally I gave up fighting it and being upset and just started ignoring it. Within a few days people would come to my office and I wouldn't even hear them talking to me at first because I was so tuned out! Try it first and see... it might work for you!

Ear plugs? Too bad you're not deaf like me so you could just turn off your hearing aid or cochlear implant ;)
Perhaps talk to your boss about putting you in a quieter setting somewhere in a corner of the office? Explain to him/her how you enjoy your job but it's distracting for you to work in such a noisy environment. Perhaps most of the people don't even realize how noisy they are. I know when I've worked in certain places and had some constant noise going on, it just simply turned out people don't even realize how noisy they are! I'm deaf so I would just take off my (cochlear) implant and let others know that I was "turned off" (implant that is) so to make sure they got my attention before speaking to me. So, maybe get you some good ear plugs that can allow you some quiet and let others know to get your attention.

If its the other employees you can try talking to a manager or someone higher up and tell them you can't do your job as well as you could be because of the noise. Maybe they can move you to a place where its more quiet, or they can tell people to be more quiet.
