It was indeed Sir Walter Reighley who was executed to appease the Spanish for an attack that was made against them on the Orinoco River. There is little evidence he suggested or ordered the attack (against the orders of James I) but James had to act to avoid war with the Spanish, a fading but still powerful empire. The order for his execution was actually from 1603 but this had been commuted for fear of rebellion in a difficult time of transition when people were suspicious of the Scottish king.

Attributed to Sir Walter Raleigh - inventor of the bike and the London - Dakar motor race. They just don't make 'em like that anymore.
