It's free to use, but if you want to sell, there is a fee per item, and then a percentage of the sale price that goes to eBay. It's not too bad, though, it's a great way to make some cash and get rid of stuff you don't want.
Also, this is a great resource:

Well it's pretty easy. Just go to ebay.com and sign up, it's free. You only have to pay commision if you sell an item. It's probably a good idea to sign up for paypal as well to handle the finances. For purchases you just have to make bids on things you want. You can put a limitation on how much you want to spend and the bid war begins. They also have things called "buy it now" where you can just buy the item instead of bid for it. Watch out for shipping costs because alot of people will have a cheap price on the item and outragous shipping costs. Most people prefer you pay with paypal.

No money to join or to buy. But to sell, you pay a small fee based upon the selling price of the item. You should really check the FAQ on ebay. I'm sure they have all this covered there. They have been around for a while.

eBay is pretty much self explanatory. You go to the website and you can sign up for free. Sellers pay fees based on the item their selling and the features they want to use to display their goods.
The website gives you step-by-step instructions as you post an item. I recommend getting digital photos of whatever you're selling before going online. That makes it much faster.
Good luck!

Sign up for paypal first. Go to www.paypal.com. There's no sense in getting on ebay without a paypal account. Most sellers on ebay require you to use paypal for checkout. Paypal is basically an account that draws money from your checking account or credit card when you spend money. Payal also receives deposits from your ebay buyers once you start selling.
After you have a paypal account, go to ebay's home page and create a new account. Click on the button marked "register." It's very easy and FREE... and it will take you step by step through the process. I could list it here but ebay makes it so easy and takes you through it. You'll see.
Also, think about signing up for Auction Sniper once you're more familiar with ebay. Go to www.auctionsniper.com. It will allow you to bid on items without you having to watch like a hawk. It only costs you money if you win the item. It's a very small amount and worth it!
When you eventually start selling, and after you're used to ebay, you'll probably want to make your items more attractive by posting lots of photos or customising things. Go to www.auctiva.com to sign up for a free account which makes selling a lot easier.
If you need to load up tons of images to ebay, such as if you're selling a large lot of items, such as a bunch of jewelry or clothes in one batch, sign up for Photo Bucket at www.photobucket.com. It's free, too!
These are all great resources for ebay and I use them all. I had to learn about them the hard way over the course of two years. But hopefully they'll be helpful to you!
Good luck with ebay and have fun. Just go to www.ebay.com and click on "register." You'll be a member in no time!

I don't believe that it takes money to join. Just get an account, and you'll be on your way to buying and selling.

Get a credit card if you want to sell/buy, I suggest getting a Paypal account if you want to buy.
