I live with my grandparents and I dont think their not receptive to me asking, but I dont know how to get around to it. Thanks help please :)

go to the store and buy you own razor. Then shave! Why should you have to ask to shave. I shaved my legs when I needed to and I didn't ask. Or just say hey gramps, what to see me shave the first time? He may be amused.

Yes. At your age, though, your skin may still be tender, and the facial hair not yet very coarse, so blade razors might be too harsh and just irritate your skin.

I wd recommend buying a good quality electric for the time being. Not the $200 Braun, but a good one can be had for 50-60$.

By the sound of your post, i.e., asking about this to your grandparents, maybe taking the initiative would be a good first step toward some personal independence. It's your face you want to shave, not theirs. This too (making your own decision based on what is best for you), is part of growing up.

assuming you're male, just go shave...don't skimp on buying a cheap razor cause you'll hate yourself afterwards when you get razor burn. If it's more a question that you're not sure how to shave, just look it up on line. I'm sure it's the same for every area of the body, so splash warm/hot water on the area you want to shave, make sure it's moist, run the razor under hot water, be sure to use shaving gel/cream and if you have sensitive skin then get some cream that is for sensitive skin. be sure to moisturize afterwards.
