Well, I'm 67 and I can tell you that my penis has shrunk, testicles hang lower but remained the same size. Started getting smaller about 5 years ago. I say smaller, but that is only in the flaccid state. When I have an erection, the size is the same so try to figure that out.

I don't believe that this has anything to do with age.
The thing is as men go older generally they tend to put on weight.
This means that fat is stored in the body.
The penis is a muscle and the size is controlled by the skin surrounding it and the pubic fat. So the leaner the person, the less fat there is in the pubic area which means that there is more skin available for the erect penis. When the man is overweight, there is more fat in the body and so will there be in the pubic area. More fat means it takes over the skin where should be used by the penis therefore the penis would appear to be smaller but inside the muscular structure stays the same.
Also it is generally perceived that with age that men have problems with erection such as erectile dysfunction.
The reason is because the penis is a spongy muscular tissue and blood makes it erect. When blood circulation and flow is not what it used to be this causes problems which can also be mentally or the man is currently understress.

Again its genetic mostly but environmental factors influence even biological traits that you would think were totally genetic, for example, the number of eggs in a birds clutch can be influenced by the birds diet (environmental). Penis size would be a trait like height and influenced by a number or gene loci, like a bell shaped curve, for example, the more +'s and less -'s the larger than average and vice versa. See ya!
