You can use VirtualDubMod http://virtualdubmod.sourceforge.net/ - it has a feature to rotate the video clip
1. Load in the video
2. Menu : Video -> Filters. Click on the Add button and scroll down until you find the Rotate filter. Double-click to load the filter
3. Set filter accordingly and click OK, then OK again.
4. You should see the output in the output (lefthand) window.
5. Menu : Video -> Full Processing Mode. Video -> Compression. Set your compression accordingly.
6. Menu : File -> Save As.
You will probably find that the aspect ratio is now incorrect, as you have rolled the video over and made it taller than it would normally be. This is not a problem if you just want to save the video in a PC format. (Divx etc) If you want to eventually make this into a DVD you will have to fix it.

There are various solutions. Depends on the digital camera, some of the models would allow you to do it right on the camera.
If you are using windows XP, you can change it using windows explorer. Windows explorer can be activated by right click on my computer icon (on the desktop or in the start menu), and then select 'explore'. Browse to where the files are stored. Select thumbnail view via 'view' on menu bar. Wait for a few moments until thumbs.db is created (it's a hidden file, you might not be able to see it). Then, go back to view again to select filmstrip. Scoll horizontally to the select picture you want, and rotate it to your heart's content by using the buttons right below the preview pan.

Yes, at the very least you can rotate the shot in windows movie maker. Most any processing software will allow you to rotate the shot.

Pretty much any photo editing software will allow you to rotate the picture. I usually use PictureIt but have used others.
