Michigan has 4 Great Lakes and 11,000+ inland lakes (35,000+ bodies of water total), so you should be able to simple find a turtle.

If you live near a river, you can find them there. You can find them in the forest. I grew up in MI, and we found them by the creek down the road from our house, and in the river at my mom's house (she lives on the Muskegon River).

Failing that, keep in mind that turtles grow large, and need a lot of room. They also are not a $5 pet. Meijer's has them for around $20, which is the cheapest I've ever seent them. Petco has them for around $30.
