Hormonal pills (actually women's birth control pills) cause some degree of breast tissue growth in genetic males; however such growth is minimal compared to that caused by naturally-occurring female hormones in a genetic female (as seen in normal women at puberty). The mind-blowing pics you've seen are almost always due to surgical breast implants.

More than likely, they Have implants. Otherwise, they can take estrogen, and that can help to make them more feminine, but Implants are usually what they are packing.
