Not quite, the phrase "i don't understand you," is often used when the human brain can not fathom the idiosyncrasies of the human mind, one party of a conversation could say "please give me my space" and the other party to the conversation will have at least ten different things pop into their head trying to decipher the actual statement and why it was said. Usually at this point the learning curve that usually works with ease faces a roadblock and the brains logic center is temporarily offline resulting in the statement " what is that supposed to mean or I don't understand." The truth is that although there is a variance in individuals learning curve and quite possibly they may no understand at the time of the conversation or they may use it as a weapon in any case the comprehension of the participants can vary resulting in the statements use sooner or later.

I say it a lot.I get confused very easy.I do want to understand,but sometime,I just cant.
This is a very hard category,I just found it a couple of days ago.I probably will never get best answer"because I dont understand" how to answer these difficult questions.The people in this category ask questions that aren't yes or no.black or white,or cut and dry.
I cant tell you about other people,If I dont understand,I say that I dont understand,If I understand,I'll answer the question.

No, it means that you didnt explain something thorough enough so that a person of limited intellegence could comprehend it in an orderly fashion so that they could carry out your intentions in an orderly fashionable way.
Just because "your" highly intelligent, doenst mean "everyone" is as intelligent as you are. Some people need more instructions, and some need hands on tactile senses to be an active force in what you need for them to accomplish.
OJT or On The Job Training is a good example. Some people need some one to "show them" how its done, so that they can replicate movements in order to develope the project on thier specific need or end. While others, you can tell them what you need and they can perform the task, with out any need to be supervised and bring it to completion.
