Suppose you are downhill skier from Egypt, for instance, and the best in your country, but not good by world standards, can you still get to the Winter Olympics? I want to find some athletes and train them for the 2010 Winters in Vancouver from a hot country not normally in the Winter Olympics.

You would have to meet the Olympic qualifying A or B standards, go through that countries Olympic trials and win with the standard before you can compete in the Olympics you just can't compete because you are from a warm weather country doing a cold weather sport. If that wasn't the case every Caribbean/African /warm weather country would compete just because

Countries are allowed to enter 1 competitor no matter how poor they are. Other entries depend on the sanctioning body for that event. For example, the number of competitors allowed in figure skating is termined by a countries skaters in the previous world championship. In athletics (track and field), there are minimum times and distances for each event to qualify as the second or third member of the team.
