not more than 1 person per family is employed in Government? I.e., Brother and Sister, or Two Brothers cannot be both in Government posts. Only one per family. This will open up the Govt jobs to those who need it most. Also, the entire reservation system must be scrapped and appointments be made soleonly on the basis of merit.

Two conflicting points there. The labor market is most efficient when the most able people are doing the jobs they're best at. Any laws hindering this (like the one you mention) would be a mistake.
The reservation system promotes inefficiency also. It too should be scrapped.

Why are questions for India here? Texas is a long way from India and I can care less what's happening there.
