is it not recognizing your cd rom or just not booting to cd
if its not booting to cd you need to set that in the bios
under boot config set the cd rom to boot 1st
if its not recognizing the cd rom try opening up the case disconnecting the cables then reconnect them

You may need to go out and buy a new CD rom drive. A floppy boot disc is fine to reformat but you cannot install windows off a floppy unless you got Windows on a floppy!

why do you want to reformat every one seems to go for that options for one reason they have a virus or trojan on it no need all you do is clean the pc no need to go for the reformat if that what the problem is but if you just want to reformat check to see if your cd rom is working ok put a music cd in or a dvd movie
if you have a virus or trojan that you cant get off the pc and people have said you need to reformat it dont just follow this and clean your pc and your not need to format the pc

you do need to reformat PC
1. check the Bios
2. check the jumper
3. update the Driver if you see a sign as semicolon.
