also when the game ends in draw is there always extra time

No. I've played soccer for 30 years in the US, and I've never seen a game with time-outs.

Also, unless it's a tournament, draws end in a draw. In tournaments in the US there's some system to find a winner-- usually extra time followed by PKs if it's still tied.

In addition to playing in the US, I've also played all over Europe and in India. Basically the game in the US (at amateur levels) is played in more or less the same was as it is elsewhere. The one difference I've noticed is that there's usually unlimited substitution in games in the US, even in competitve games. I've noticed that games in Europe are more likely to limit to 3 subs in competitve games, although even that doesn't happen all the time.

Commercials are shown at halftime. There are no timeouts. Commercials in many other sports break up the action and slow the game way down. It's not appropriate for soccer game to cut away from anything.

I've never seen it in leagues I've played in. But there are a lot of amateur leagues, and it's conceivable that some might use time outs.

all i know is first 45 mins then half time break, then continue 45 min again.

then if no win, then 30 min over time
