Moisturizers work great to help dry skin. You should get a moisturizer that is hypoallergenic. The best moisturizers are also the most gooey. Ointments (or oils) are best, followed by creams, and then lotions. Petroleum jelly (like Vaseline) is an excellent skin lubricant, but it can be messy to use.
Dry, irritated skin is more likely to get infected. Infected skin is red, warm and swollen. It may ooze fluid. You may need antibiotics to get rid of this kind of infection.
You might wanna see your doctor if it persists...

It sounds like just regular old dry skin. The older we get the more lotion we need. I have to put lotion on my hands everytime I wash them and before I go to bed.Try that and you should see a difference.I use Avon moisture therapy with aloe but any good lotion should do it .Good luck.

try putting on more lotion than you normally would at night, and sleeping with gloves or socks on your hands. I promise this works, it forces your skin to absorb the moisturizer and your hands will be softer. this works well on feet, too.
if you are getting what looks like a rash on your hands, i would see a doctor and ask to be referred to a dermatologist. they will give you an ointment to get rid of rashes.

It could be some form of an excema. Try using perfume free cream and keep your hands out of water (washing up etc.) If it persists see your GP to clear it up

psoriasis or ring worm maybe.
I'd get it checked out just in case.
If it IS ring worm, you can paint the surface with clear nail polish remover. It'll sting at first, but it does get rid of it!
