try tar remover

I have this problem too. I found that methylated spirit got it off the windows and the paintwork. It didn't harm the paintwork, well not on my car. I would try it somewhere inconspicuous first to test it.
I couldn't keep up with it so we eventually put shade cloth between poles, I guess you can call it a car port and now the sap can't get on the car.

Hot sudsy water.

Make the water as hot as you can and add liquid dish soap and let the rags sit on the affected area andafter about 30 sec. you can start getting off the sap be careful.
This is how I do it, and I have alot of pine trees

This works for skin, and it seems as though it would be harmless to paint. Rub gently with hydrogenated shortening (Crisco is one brand) and then wash with hot soapy water.
