Because cents can be written as $.01 so there is no need for a cent sign. You can still get it though by holding ALT and typing 0162 on the number pad

goto start > run > type charmap > select the cent symbol > click copy and paste it into a text box using the same font

Because its unnecessary, e.g $4.99c, just type little c, £4.99p, little p, etc.
