firstly its not illegal, U can tint the rear side Windows, and the back screen, as then it is the same as a van, as long as U have 2 wing mirrors that is
the front side and front window may be tinted, but they have to have a light tinting, so that they let a certain amount of light in.
the reason for this is so that U can see at night, if U have heavy tinting the only things U can see is what U lights hit, so there is the possibility of hitting someone etc
oh and also the police cant get a nice pic of U when they snap U at a speed camera

Because you can't see who is behing the wheel and the police want to see just in case they need to pull someone over they can view them.
This is what it says about NYS:
Q. Can I have tinted windows on my car or truck?
According to the NY State Vehicle and Traffic Law under section 375-12, if you have a 1992 or later model year passenger car or station wagon, the side windows adjacent to AND behind the operators seat must have a light transmittance of SEVENTY PERCENT or greater. If you own a vehicle classified by the EPA as a truck or light truck ONLY the area BEHIND the operators seat may be tinted with a tint less than seventy percent. These types of vehicles include but are not limited to: SUVs, Mini Vans, Full size vans and Pick up trucks. All types of vehicles 1992 or later, the windows adjacent to the operators seat must have a light transmittance of seventy percent or greater. If your vehicle is older than a 1992 it must conform to a older V&T section which was a light transmittance of greater than thirty five percent. This section was first written in the 1985 era.
What is light transmittance? If clear glass has a light transmittance of 100 percent, than any type of tint or film that is placed on the glass to impede the outside light from transmitting through the glass to the inside would lessen the light transmittance. If half of the light from the outside is blocked by the tint then the light transmittance would be fifty percent.
Rear Windows: The rear most window can be tinted to any percentage IF the vehicle is equipped with side rear view mirrors on both sides.
Exemptions: There is a exemption for medical reasons. More information can be obtained at any DMV office.
How do the officers measure the tint? Some patrols carry a tint meter that accurately measures the light transmittance.

Tinting windows is not illegal everywhere butwhere it is legal the degree of tint is regulated so that a police officer approaching such vehicle is able to see what the occupants are up to. Such as pointing a gun at them. In new york state the law was introduced after a police officer was killled while approaching a van after a traffic stop.

Anything beyond the front window impairs the vision of the driver and others o n the road as the tint gets darker. This becomes a hazard for people looking for your hand signals or body language and law enforcement approaching your vehicle at night.

In the some countries, kidnapping are common and cars are used as get-away vehicles.
If a car was heavily tinted, the cops wouldn't know what was going on inside.

it is not illegal to tint your windows as long as you don't tint them too dark. Cops don't like not being able to see who is driving a car. Most tint shops know what tints are legal and which ones are not.

you can a very light tint,but not a mirrored tint of days gone by/but if you work for some certain govt. organization /you will get a car with pitch black tint/go figure

The police think it stops you being able to see other road user and pedestrians etc, especially at night. I am a firm believer that it's because they can't see you using the phone or doing anything else illegal through dark glass!
