I believe it is a discussion in which everyone has equal say... It was started by King Arthur because usually there was a head of the table for one person to have more authority but he made his table round so everyone was equal

It's when a group of experts sits, in most cases literally, around a big table and each takes turns airing their views on a given issue. It doesn't have to physically be around a "round table", of course, but the idea has to be the same; that each member of the group is allowed to contribute - some more, some less - to the discussion.
It's aimed at tapping notable brains to solve some issue that may be facing the community, state or some other level.

basically everyone sits around the table, having an equal say, different opinion and idea in mind. They all have equal rights. Together the discuss and listen to each other to find the best idea and develop it.
