I've always known that any woman can wrap a sheet around herself and be welcome anywhere in the world. Variations on that theme would fit most of the items on your list.

Ah themed parties, very fun! I've had the pleasure of rockin' out at a few in my day - from blue collar to 80's and even mustache parties. I'll give you some tips that'll help you steal the show.
I'm not sure how you are with shopping but thrift stores should be the quintessential proving grounds for any good costume. Hit them up as early as possible to get the best gear.
First thing to remember is that some people just don't dress up. They should be made to turn around and go get a damn costume before they enter! ;)
Another good thing to think about is the number of people going being there. For example at a Pirates party there is naturally going to be a ton of pirates. But what about Parrots or famous pirates?
Renting a parrot costume and flying over to the party can secure you guaranteed spot with the guy or girl you've been eyeing all night. It's sure to be the most unique and essential part of any pirate party.
Get creative, my friends are into comic books. I could get away with dressing up as one of the characters found in the indie book "Pirate Club" and I know I'll get props for it.
If I wasn't feeling the costumes or just didn't want to go as a parrot or a pirate I might even go as a plank or a gym locker with "Davey Jones" written on it. Puns are bad, but they can be horribly funny if you can play the part.
To be honest most of these themes are easy enough to research the topic or era and take some photos to the salvation army. A few creative touches and some sewing knowledge can go a long way.
Cosplays can turn out to be a Halloween like bash with completely random characters all acting the part. Generally people will choose video game of comic book characters for their costume.
For the 70's, don't forget your roller skates, striped tube socks, oversized mirror shades, puffy mustache and a fake 9mm pistol for a sweet under cover costume. No one will deny you chips or beer if they are threatened with a roller-kick to the face or a shell in their bell bottom! ;)
If I had to dress up for a jungle party I would probe other people for their getups. I'm sure there would be a lion or two and some trees or bushes, definitely a Tarzan/Jane. An aborigine could be a good choice. Fashion a dart gun with some PVC pipe (make it look like a branch/stick) and shoot people with gummy frogs.
Male or female, 21+ or younger everyone can have fun at these parties. The actual design, material and craftsman ship of a costume all take a back seat to the actual idea.
I once *brushed* white primer on a pair of brown penny loafers. Even though it started to chip off half way through the night, I still had the hottest 80's foot gear (for a vice detective). ;)
I hope this helps. Remember to pick a unique costume that will contribute the most to the party. If you have an ulterior motive of picking up a guy or a girl - choose a costume that compliments them. That way they won't want to leave your side.

for all of the themes just have fun and make it your self, if you decide to buy it don't buy it from a costume shop near your house casue i garuntee someone else will show up in the same costume
for the 70's to make some really cool bell bottoms you can take old jeans, split the side seam to about three quarters up your calf, then cut a triangle of some really wild and colorful fabric and sow it into where the seam used to be. It makes the pants have an even bigger bell bottom

for pirates wear slacks with a loose long-sleeve white blouse with your hair up in a pirate hat. the make up should be face paint like Johnny Depp's in Pirates of the Caribbean Dead Man's Chest.
for circus wear loose colorful long pants, with big shoes, and a loose colorful shirt. a red nose, white face paint all over your face with a blue tear under one eye. wear white gloves or something for your hands too. big red lips.
for fantasy wear wings (u can get these at costume stores) and a white dress decorated with glitter and sparkles. high heels, and a magic wand. for make up wear shimmery silver eyeshadow, light pink lip gloss, and sparkles all over your face.
for hollywood wear high heels, a mini skirt, a tight t-shirt, a feather boa (jkjkjk), big sunglasses. for make up shimmery eyeshadow, red lips.
for jungle wear a white t-shirt spray painted with either spots (cheetah or leopard) or brown for the caveman look. decorate pants and your arms and face the same way with bright face paints.
for disco time (70s/80s) wear platform heels or tennis shoes, flared big colorful pants, afro wig, big sunglasses, tie-dye shirt. for make-up: lots of colors all over.
