how to tell my friend that i won't be there for him/her till 29 sep........................(plz help really finding difficult to tell)

send him/her a letter....and a picture to keep him/her company while you're away. if he/she is strong, what he/she feels inside and the bond that you two have.....i'm sure the wait will be long, but short when compared to how long your friendship should last...

You may disappoint him with this truth,but its better that he knows now ,than to find out later that the date he thinks will happen will not.
Just say,"Sorry,but I do have a previous committment . I can't be there until the 29th of Sep......."

Please explain more. Won't be there? Are you sick? Are you moving? Do you have feelings for this person? Or don't agree with there decision? Just come right out and tell them. Better now then later causing more conflicts or hurt feelings.
