You ask a very fair and good question. This is something that makes a good public speaker great... being able to stand up in front of an audience and "look" a stranger in the eye. There's a trick to this... let me explain.
It is human nature that when we don't really know someone it might seem difficult to look them in the eyes. You can look someone in the eyes "without" looking them in the eyes. Try this with a good friend you are comfortable with, or your parents.
Talk to them and look them right in the eyebrow (just below the eyebrow BUT not in the eye). It looks like you ARE looking them in the eye. It is difficult for the other person to distinguish that ever so slight shift. Look just below their eyebrows and every so slightly above the eyes. YES... speakers do this - looking someone in the eye.
Eventually with this kind of practice you will be able to look folks directly in the eyes. Good Luck!
