My dad says as long as lungs have air the body will float, but after a while the air leaves the lungs and the body sinks.

Depends.
A fresh corpse will sink unless the person was obese in life. Fat floats. After a body starts to putrify gas collects in body cavities and it will float to the surface. If the body has been pierced, or penetrated, eg by bullets. It may not allow enough gas to be captured. Hence will not rise.

Usually floats at first unless the body happened to be wearing a pair of cement shoes when entering the water.
...I just want to add I did not research my answer so maybe they all sink at first.

Typically, a body will sink for three days, then float back to the surface. Gases are trying to escape and they cause it to rise. Gross, yes, but true. It's why drowning victims always show up after several days.
