And if you deal anything at all with contractors, especially in rebuilding projects, you know that waste is ALWAYS an issue. It will be an issue with Iraqi companies, as it is with American companies as well.
Also the story is about some individuals within Iraq that are disappointed that more of the reconstruction business has not been given to Iraqi companies. So it is expected for them to throw around accusations that the American companies are not doing something right.
Now to think from OUR perspective... If we are fronting the bill for a majority of the reconstruction, why would we not want that economic flow to go into the GDP of the United States? If we spend the $$$ spend it with our own companies. If we would throw it to the Iraqi companies more, then you would have the uber-libs such as wacko KooKoo here complaining that we are just giving money away hand over fist outside of our country.

as an engineering inspector for a large firm, "waste is a common problem"(as stated in your article) happens on mostly all big contract jobs. From my experience, contractors are there to make money. The less material used and time allowed on the contract accounts for the "big" money on a job. But to blame Bush for this is simply irrational!!!!!
