They are siblings. I believe it as in episode 34 "Akamaru Trembles: Gaara's Cruel Strength!" After killing the 3 ninja from the Hidden Rain village in the Forest of Death, Gaara was still bloodlusting for more Kankuro grabbed Gaara and told him back down and listen to him as his [Gaara's] big brother. And Temari chimed in that he shouldn't think of it as an order, but as a favor from his big sister. There is also some stuff in Rescue Gaara Arc of Naruto: Shippuuden after the 2 and half year gap in the story (if you'rr that far along already). If what I am describing didn't happen in episode 34 then it definitely happened sometime in the build up to Destruction of Konohana Arc. I hope this helps.

Yes, Kankuro is Gaara's brother and Temari is his sister. Temari (age 14-15) is the eldest of the three Suna siblings, followed by middle child Kankuro (13-14), and youngest (yet most powerful) child Gaara (12-13).

Temari: Temari is generally caring, if crude, toward her siblings and cohorts, but has a tendency to be quite cruel to her opponents in battle. She is more demonstrative with her feelings than Kankuro when dealing with Gaara, and is somewhat less afraid of him. Shikamaru, after witnessing her fighting style secondhand, stated that she is more terrifying than his own mother.
Kankaru: Kankuro seems to have a reputation of being a bully, as can be seen when he, Temari, and Gaara first arrive in Konoha and have a run in with Konohamaru. He has also shown dislike to kids, which can be explained for his Inability to Boss around his Little Brother, but Way More Powerful Brothern, Gaara. HE IS EXTREMELY SCARED OF GAARA.
Things change after Naruto Defeats him. IF YOU WATCH THE NARUTO 2, YOU WILL WITNESS HOW MUCH KANKARU JOKES WITH GAARA BEING LATE ALL TIME..SOMETHING HE WOULD NEVER DO IN THE PAST OUT OF FEAR

They are siblings but before, Gaara was the outcasted brother. People treat gaara as a monster bcoz they are afraid of him and Temari and Kankuro had no choice but to either pity him or loath him.
Things change though. They all became good brothers and sister to each other.

Yeah, they're siblings to each other. Temari-Older sister to both of them, Kankuro-Older brother to Gaara/Younger brother to Temari, Gaara-Younger brother to both of them.

They are on the same team, just like Sasuke and Sakura are on Naruto's team. Gaara's mother died having him and his father was the Kazekage of the Sand Village. Yeah these are spoilers, but I don't watch the American version, I watch the subtitled versions, so this is all old news to me.
