Mostly because our supply is running out. And we have to think ahead. I'm not sure, but I don't think we get enough out of the ground every day, to supply the daily amount we use in this country.
I've heard that the reason the U.S. originally started buying foreign oil, was to create competition, to keep prices down.
So U.S. oil companies wouldn't rip us off.
And if my understanding is correct. All the hubbub now is just
a bunch of excuses. Because it's really all the money those
companies are having to spend to remodel and meet environmentlal standards, that has caused the rise in oil and gas
prices.
They are trying to make us pay for these things. And it is very complicated situation. Is it worth it to us to have better service, and cleaner industry?

Some countries, the USA included, would rather use up other countries oil supplies at any price so that when oil finally runs out they will have their own oil in reserve.

In the USA we have a thing called tree huggers.
They are more worried about a snail darter then a human. If we drilled for oil we might disturb some worm or GOD forbid we might spill some oil. We cant drill off the cost of Florida because of a possible oil spill. But China can drill 70 miles of the cost in Cuba's water. It is better for us to be blacked mailed by Arab countries then to be self sufficient

I believe it is because it is cheaper this way. I would like to hope that it is strategically planned, saving for the rainy day. But I'm afraid it is as simple as that - cheaper.
It costs a lot of money to extract oil from a depleated well.

Because when the world runs out of oil, we will have some left for ourselves! Then everyone will be kissing our A-S-S to get some of the crude.

I take place to believe all the flaws you mentioned different than the import costs. i do no longer prefer any enterprise to have costs like that because of the fact then different international locations will do the comparable and which will finally end up hurting all companies. the different element i might substitute could be term limits on all elected officers. not greater feeding on the familiar public trough until you come to a decision to retire or you die. of course this consists of our senators and congressmen. i might additionally stress government workers into social risk-free practices and get rid of their massive fat pensions.
