Here in Indiana we had a tragic accident. Cops was doing a fund raiser. Bicycles ridden by lawmen were on a 4 lane highway. Followed by a support truck. As in a box truck with flashers and a banner. Another truck rearended the support truck and 2 officers were killed. Sad and tragic. But you don't expect to find 15 mph traffic on a four lane highway. Even with flashers and "Caution Cyclists Ahead" banner. Which must have been close or it would not have hit the pack of riders.

You have to give more information.

Bike as in bicycle, or motor bike?
Are they going to shut down the freeway for this ride?

If they shut down a whole freeway for them to ride bicycles for a fallin friend, then no they shouldn't. Many other places they can show their support without creating such havoc.
