Every winter my mum leaves her pool to rot, never cleans it and after the three months of winter her husband puts a chlorene 'treatment ' in it and it makes the pool clear again. Does that make the pool safe to swim in again?

It is not a problem. Think of it this way, all of the water that we use has been on earth since the beginning. So, it has been in many different stages of cleaniness; just use your imagenation. Chlorene will purify the water.

Yes, if the water is balanced and the sanitizer level is correct, the pool is safe. I've taken a neglected pool of 3 years and turned it sparlikng and safe in under a week.
It does cost more to do it the way your Mom goes about it, but that's her business. It's cheaper to keep it clean than to let it go and then retreat all that water. A winter cover would be a good investment.

I have done it both ways, best to put a cover over it, and add shock, but it is ok to restore it, once clean , its clean- in Texas I kept my pool Clean and clear year around. In Michigan, you must drain it down below the Skimmer so you cannot Circulate the water, its going to get Green. Pipes will freeze up if you dont drain it down and freeze proof everything-

It's the same water that's been in there all winter!? Ewwwww that is gross. I don't think that would be safe. So has it been the same water for like years!? That's too nasty to even comprehend.

It may be clear, but you better have it tested by a professional before you swim in it.

Sounds yuck to me. I wouldn't be swimming in it.
