Till date IUPAC has accepted upto 110 elements, out of this 92 is naturally occuring and the others are man made. With the possible exception of francium, astatine is the rarest naturally occurring element with the total amount in Earth's crust estimated to be less than 1 oz (28 g) at any one time; this amounts to less than one teaspoon of the element. The Guinness Book of Records has dubbed the element the rarest on Earth, stating: "Only around 0.9 oz (25 g) of the element astatine (At) occurs naturally in the Earth's crust."

as of 2005/6, 116 unique elements have been discovered or artificially created - 93 occur naturally on earth (including technetium and plutonium), and 94 (including promethium) have been detected so far in the universe. the 23 elements not found on earth are derived artificially.
bombastium is a fictional element which is not in the periodic table. Atomic number and atomic symbol are unknown. bombastium, mentioned the first time by Carl Barks in 1957 (Uncle Scrooge No. 17), is claimed to be the rarest element in the world. even though it is very coveted, its usage potential is not entirely known. though, it does have the characteristic that it tastes differently every time you taste it, and scientists did eventually discover that one atom of bombastium dropped into a barrel of water becomes one barrel of ice cream. Also, to avoid evaporation, bombastium must be kept frozen.
the last piece of bombastium known to exist was acquired by Scrooge McDuck of Duckburg in 1957, but at that time it was also heavily sought after by the hostile nation of Brutopia.

the element was also used for the 5-part DuckTales episode "Time Is Money", which introduced Bubba the Caveduck.

i think we're up to 116, but some might get yanked because of sketchy data. I think Tc is the rarest

i learned 92 plus 10 unstable radioactives at the high end.
also many elements have isotopes
the bigger the scarcer in this universe as the heavy elements require novas or supernovas for their creation. earth is a spinning rarity as it is mostly iron core
plus it is ok to answer the question as i learn a lot from others answers
