Yes.
Most advertisers these days are truely disconected from what is going on in our culture. They have now clue how to market products.
The issue you mention is usually due to the person paying for the advertisment not having the income/overhead to pay to have the advertising done properly. And obviously not viewing there own commercial to see if it communicates the ideas they wish to communicate.
I like the one that says apply it to your forehead over and over but never tells you why the product is supposed to be applied nor does the name of the product give any clues.

No, because I don't watch TV.
But I've seen advertisements on billboards and in magazines that would take a genius to try and figure out what in the heck it is they want you to buy. And then there are those ads that are really cool and catch the eye, even so I don't buy the product just because of the ad.'

Orange, the mobile phone network in the UK ,used an introductory campaign advertising the company, but never said what the product was. It was hughly sucessful at the time.
