I don't think he was asking about ROM memory...I think he is asking about ROM's as in emulation...

As for an answer...ROM's are illegal...

ROM (Read Only Memory) is a circuit board designed for just about anything the programmer wants to create. They used to be the primary media for video games. CDs and DVDs are cheaper to manufacture, and so have replaced ROM Cartridges. Unlike RAM (Random Access Memory), you can't really add or delete from ROM. Later versions allowed high scores to be saved. BIOS ROM, may be "Flashed" to provide simple updates, but that's about it.

Read Only Memory works just like any other memory except it can't be written to. Although some ROM can be flashed.
