Well spadge according to this book I have been reading on the lav
"gussett, stipple and wink"
The wink was invented by this Prussian Baron something Van Wink who when he was in the midst of a jest (wind up merchant that he was) he would close one eye to show that what he had said was a half truth.
When this gesture was shared with whoever he winked at they would know he was having a giggle.
This was the custom in his country.
So if someone winks at you it means they are about to share a lighthearted moment..... or try to get it on with you! Its not like the good old days is it?

Winking actually means 'Cats bottom' thats why you must never ever call anyone a winker because its very rude. Errrm also its a reminder that you have in fact got a button missing from your best jumper.

Usually it means the winker is appreciating what they are seeing but depends on the context and what kind of situation the wink was done in.

interesting question...l think its a way of involving two people in a deception of a third, deception in the form of a'joke' this would say that this is a reassurance to the first and second party, however...there seems another context...which is the form of a greeting....l must say thinking of that now when that has happened to me for some reason it makes me feel a little unhappy...

It is just a cheeky gesture. It can mean lots of things obviously if you did it to a child it would mean something different than if you did it to a person of the opposite sex.
