if a light was replaced recently with the wrong type of bulb it could be causing the lights to blink. other than that i would say it's a short in the system or a fuse that's barely hanging on by a thread, check the fuse for the interior lights

check the battery connections. also waggle the ignition key, it could be a dodgy connection because its one of the first things to wear... i have a volvo with 288000 and im on my 3rd ignition barrel...
however, if this happens only when statting the car, dont worry, its the onboards diagnostics... worry when lights stay lit.
